Contrary to popular myth, vinegar will NOT set color on cotton. If you have a freshly dyed tie-dyed t-shirt, it may even strip the color out, preventing it from reacting with the fiber!
The best dyes for tie-dyeing are set with soda ash, because it has a high pH. Cotton will react with good dyes only at a high (non-acidic) pH. Vinegar is an acid, which will neutralize soda ash. This prevents the dye from reacting with the fabric.
Rit dye and other all-purpose dyes are not set with soda ash, but vinegar does not set them either, unless you are dyeing nylon or wool. Vinegar and soda ash will have no effect on Rit dye. Sometimes people imagine that the vinegar is setting the remaining dye, but in fact it only helps by providing another washing step to get rid of some of the bleeding dye.
When vinegar is valuable for setting dyes is when you are using acid dyes, on either nylon or an animal-source fiber such as wool or cashmere. Acid dyes work best with a little vinegar, added while you are heating the wool in the dye. Unfortunately, acid dyes will not stick to cotton at all, regardless of how much acid (vinegar) you use. The chemistry of cotton does not allow it.
The only way you can stop Rit dye from bleeding in the laundry is by using a mail-order commercial dye fixative called Retayne. A good tie-dye kit contains dyes that are much brighter than Rit, and last a hundred times longer on cotton, but there is soda ash in the kit already, to fix the good dyes in it.
